To strengthen the support for waste reduction and recycling at the district level, the Environmental Protection Department continues its effort in establishing a network of Community Green Stations (CGSs) across the territory to instill a green living culture in the community.  The plan is to set up one CGS in each of the 18 districts.  The first one was set up in 2015.  With government funding, CGSs are operated by non-profit-making organisations engaged through open tenders.  The CGS operators, through different recycling programmes and educational activities, proactively connect with housing estates and property management companies in their districts to establish the service network.  They also set up public place collection points and deploy collection vehicles in their districts to collect recyclables, including paper, plastic, metals, electrical appliances, glass bottles, fluorescent lamps and tubes, rechargeable batteries, etc.  The recyclables collected will then be sent to suitable recyclers for subsequent processing.  Moreover, the CGS operators organise free-of-charge swap events from time to time for members of public to promote the reuse of used items such as old books, clothes and toys, etc.

As of October 2019, we have eight CGSs progressively in operation across the territory.  Sha Tin CGS and Eastern CGS were commissioned in 2015, Kwun Tong CGS, Yuen Long CGS and Sham Shui Po CGS were commissioned in 2017, Tuen Mun CGS and Kwai Tsing CGS were commissioned in 2018 and Tai Po CGS has been opened and providing environmental education events as well as recycling service to the public since October 2019. Open tendering of the follow-on contract for Sham Shui Po CGS is in progress and we are expecting the follow-on contract to be awarded in Q2 2020. Besides, Islands CGS will commence operation in Q2 2020.  The CGSs are operating in good track.  They have been well received by the local community and have been making good progress in providing logistic support for community recycling.  Up to end of 2019, the CGSs have collected over 7,000 tonnes of recyclables, received more than 1,250,000 visitors and conducted more than 5,900 environmental education events consisting of exhibitions, presentations, workshops and others.
